Bedroom Design - Board of Health raises concerns with Pepperell 40B plan (Lowell Sun)
PEPPERELL — Selectmen have signed off on Etchstone Properties’ plan to build a 56-home affordable-housing development but the septic plan has yet to be approved by the Board of Health. Board of Health members decided there should be 44 three-bedroom and no more than 12 two-bedroom houses. Board of Health members said this week that in addition to the 168-bedroom design, a statement buried deep in the agreement signed by selectmen states “this record shall not be superseded by any order of the Board of Health. Board members, two of whom were elected while Emerson Village was in its design phase, tried to recall communications the board had made with the developer.
