PEPPERELL — Selectmen have signed off on Etchstone Properties’ plan to build a 56-home affordable-housing development but the septic plan has yet to be approved by the Board of Health. Board of Health members decided there should be 44 three-bedroom and no more than 12 two-bedroom houses. Board of Health members said this week that in addition to the 168-bedroom design, a statement buried deep in the agreement signed by selectmen states “this record shall not be superseded by any order of the Board of Health.
